CITY OF SAN LEANDRO <br />STAFF REPORT <br />DATE: September 17, 2001 <br />TO: John Jermanis, City Manager <br />FROM: Hanson Hom, Development Services <br />BY: Matt Tomas, Planner (b <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />PROVED AND FORWARDED <br />CITY COUNCIL <br />mo <br />soot- '79 <br />JoW/munis 1156 <br />City Council appointment of the citizen -based Housing Element Ad Hoc Advisory <br />Committee and status report on the Housing Element Update effort. <br />SUMMARY AND RECOMMENDATION <br />Staff recommends that the City Council receive the status report on the Housing Element <br />Update and also appoint the Housing Element Ad Hoc Advisory Committee as <br />recommended by the City Council Ad Hoc Committee on the General Plan. <br />BACKGROUND <br />The City has been working on a comprehensive update of the San Leandro General Plan <br />since January 1999 and is now in the process of preparing both a Draft General Plan and <br />Draft Environmental Impact Report. These documents will be circulated for public <br />review in November 2001. Meanwhile, the work on the Housing Element Update <br />continues and staff is ready to begin the citizen participation component of this work <br />effort. Overall, adoption of the General Plan is scheduled to occur in early 2002, while <br />the adoption of the Housing Element is scheduled for Spring 2002. <br />The Housing Element Update is mandated by the State of California and staff has been <br />working on much of the background information as part of the General Plan Update <br />effort. Staff envisions working with a citizen -based subcommittee over the next 6 to 7 <br />months to discuss policy options and alternatives for a wide variety of housing related <br />issues such as: <br />♦ Housing Production Goals; <br />♦ Providing New Affordable Housing; and <br />♦ Maintaining the Existing Stock of Affordable Housing <br />'44 cog <br />
