Housing Element Update 2 September 17, 2001 <br />City staff has already met once with the lead staff from the State Department Housing and <br />Community Development (HCD) to review primary policy issues, discuss the formal <br />review process and also conducted a field trip of the city to see locations where new <br />housing production is likely to occur. City staff will continue to work proactively with <br />State HCD throughout the work effort. <br />The Housing Element Update was delayed during the 1990's due to the delay in updating <br />the Regional Housing Needs Determination (RHND) numbers that is conducted by <br />ABAG every five years. In accordance with State law, ABAG recently adopted, in June <br />of this year, its Regional Housing Needs Determination (RHND) for 1999-2006. The <br />outcome of this process is an "assignment" to each community in the region indicating <br />housing production targets for this 7-year period.
