a <br />CITY OF SAN LEANDRO <br />STAFF REPORT <br />DATE: September 6, 2001 <br />TO: John Jermanis, City Manager <br />BY: Gayle Petersen, City Clerk �� <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />APPROVED AND <br />FORWARDED <br />TO CITY COUNCIL 1Y) 0 <br />COI- '80 <br />Jo4ager <br />rmanis oq- I'1-01 <br />Ci Ea'J (0 <br />Matter of changing how Public Comments are received during City Council Meetings. <br />SUMMARY AND RECOMMENDATION <br />The Rules and Communications Committee is recommending that the City Council <br />consider receiving public input for each New Business Item on the City Council Agenda <br />by allowing members of the public to submit Speaker Cards on specific items. <br />BACKGROUND <br />Current City Council Policy <br />Currently, members of the public have an opportunity to address the City Council for a <br />five-minute period during Public Hearings and again under the Public Comments portion <br />of the agenda. The Public Comments portion of the Agenda has been utilized for <br />members of the public to comment on Consent Calendar Items and New Business Items, <br />prior to the City Council taking action. <br />Previous City Council Action(s) <br />Not applicable. <br />City Council Committee Review and Action <br />At the July 19, 2001 meeting of the Rules and Communications Committee, it was <br />suggested and eventually recommended that the City Council allow Speaker Cards to be <br />filed with the City Clerk for public comment to be heard on New Business Items after a <br />staff presentation has been made. Discussion at the Committee level included the desire <br />to receive the public comment after the staff presentation in order to allow the public to <br />.IQ l <br />
