be more informed while making their comments, and to ensure that their thoughts are <br />heard prior to the City Council taking action on an item. <br />The process recommended would be for a member of the public to file a Speaker's Card <br />with the City Clerk prior to the New Business Item being read into the record for <br />consideration by the City Council. Once the item is under consideration (staff report has <br />begun) no further Speaker Cards for that issue would be accepted. The Speaker would be <br />afforded 3 minutes to address the City Council with their comments regarding the matter <br />under consideration. No comments regarding any other matters will be considered at this <br />time. <br />In effect, this change will allow a member of the public multiple opportunities to have <br />their comments be heard in one particular evening (i.e. during Public Hearings, Public <br />Comments and any New Business Items). Given the additional opportunities for input, <br />the Committee also suggested that the Public Comment portion of the Agenda be limited <br />to 3 minutes per speaker, rather than 5 minutes.
