Total unit count for the site would be 5 units, which <br />includes an existing single-family residential residence; 244 Harlan Street, north <br />side of Harlan Street between Washington Avenue and Clarke Street; Assessor's <br />Parcel Number 75-73-3-3; C. Witherspoon, (applicant); D. Williams, (property <br />owners); RD Residential Duplex District. <br />SUMMARY AND RECOMMENDATION <br />C. Witherspoon, the applicant, and D. Williams, the property owner, propose to convert an <br />existing garage/storage area of a tri-plex into a fourth living unit. This proposal would increase <br />the number of on -site dwelling units to five — a single-family residence and the four-plex. <br />The Planning Commission and staff recommend that the City Council take the following actions: <br />A. Approve the rezoning of the property from RD Residential Duplex District to <br />RM2000(PD) Residential Multi -Family, Planned Development Overlay District <br />by adopting the attached Ordinance. <br />B. Approve by motion the Planned Development to convert the tri-plex to a four-plex <br />subject to recommended conditions of approval. <br />BACKGROUND <br />• The subject property is located on the north side of Harlan Street, adjacent to a self -serve car <br />wash, which is located at the corner of Washington Avenue and Harlan Street. <br />
