PLN2001-00043 2 11/5/2001 <br />• With the exception of those properties fronting Washington Avenue which are zoned CC <br />Commercial Community, the properties in the project vicinity are zoned either RD <br />Residential Duplex, RM-1800 Residential Multi -Family or RM-1800 (PD) Residential Multi <br />—Family Planned Development Overlay. <br />• The subject property encompasses 10,010 square feet and is developed with a single-family <br />residence, a two-story tri-plex, a small commercial building which is currently vacant, and a <br />three -car carport. City records indicate that the tri-plex was initially built (prior to 1965) as a <br />duplex, with two garages and storage space on the first floor, and two units on the second <br />floor. The conversion to a tri-plex was done with proper building permits and occurred prior <br />to the property being rezoned to RD Residential Duplex District. The small commercial <br />building, which sits at the back of the sidewalk on the eastern side of the property, has been <br />utilized for several decades as a beauty salon, but is currently vacant. <br />• The applicant proposes demolishing the commercial building, removing the wheelchair ramp <br />on the east side of the single-family home, and converting the . existing ground floor <br />garage/storage area of the tri-plex into a fourth unit. No other modifications are proposed for <br />either the single-family residence or the existing tri-plex units. <br />• The Planning Commission added four conditions of approval with their recommendation. <br />The added conditions include: 1) the new unit shall be a 1-bedroom unit rather than 2- <br />bedroom to reduce the required number of parking stalls; 2) total number of parking spaces <br />shall be reduced to eight to accommodate an enlarged common area which will be a fenced <br />lawn; 3) submittal of a lighting plan will be required prior to issuance of building permits; <br />and 4) two of the carport spaces shall be enlarged to be full-sized parking stalls (the <br />remaining six can be compact -sized) and the street -side stall shall be bordered by a wall to <br />screen carports from street. <br />Current City Council Policv <br />Not applicable. <br />Previous City Council Action <br />Not applicable. <br />City Council Committee Review and Action <br />Not applicable. <br />Applicable General Plan Policy <br />The General Plan designates the subject property as "Trend Change."
