Section 33413(b)(1), (2), and (4) require agencies to ensure that applicable percentages (30% or 15%) o <br />all (market -rate and affordable) "new and substantially rehabilitated dwelling units" are made available <br />at affordable housing cost within 10 year planning periods. Market -rate units: units not assisted with <br />low -mod fiends and jurisdiction does not control affordability restrictions. Affordable units: units <br />generally restricted for the longest feasible time beyond the redevelopment plan's land use controls and <br />jurisdiction controls affordability restrictions. Agency developed units: market -rate units can not exceed <br />70 percent and affordable units must be at least 30 percent, however, all units assisted with low -mod <br />funds must be affordable. Nonagency developed (project area) units: market -rate units can not exceed <br />85 percent and affordable units must be at least 15 percent. <br />2. Production requirements may be met on a project -by -project basis or in aggregate within each 10-year <br />planning period.
