pedestrian linkages between BART, Bayfair Mall, and the surrounding community through the <br />installation of a new pedestrian bridge between Bayfair and BART and improving the pedestrian <br />linkages. <br />County -led Projects <br />In 2001, the City and County redevelopment agencies went through an "divorce", separating the <br />administrative functions for the City -County Joint Project Area. Since 1993, the City had served <br />in the lead capacity for the redevelopment area. The City remains the lead agency for reporting <br />purposes. In 2001-01, the County: <br />• Completed 95% construction drawings for East 14`h Street streetscape improvements and <br />100% Joint Trench design for underground utilities. <br />• Prepared and submitted NEPA documentation for both E. 14`h Street streetscape <br />improvements and Bayfair BART Pedestrian bridge project. <br />• Provided design assistance to two commercial businesses for upgrading signage and facades <br />and two loans for actual construction and completion of design work. <br />• Conducted six meetings with East 14'h Street / Mission Boulevard business and property <br />owners and sent out four newsletters. <br />• Conducted three community clean-ups, with over 150 residents and business owners turning <br />up to help clean litter and debris along busy commercial corridors. <br />• Successfully abated illegal uses of commercial and residential properties along E. 14`h Street. <br />• Continued preservation efforts at the San Lorenzo Pioneer Cemetery. <br />• Completed design drawings and public review process for nine -unit mixed income <br />homeownership project. <br />Marina Square Auto Center <br />In 1995, the City was approached by the Lloyd Wise Company (Developer), owner of auto <br />dealerships in Oakland, with a proposal to redevelop the vacant and blighted properties on <br />Marina Boulevard into a regional auto mall. <br />While the Marina Square Shopping Center was thriving, the rest of Marina Boulevard consisted <br />of gas stations, body shops, an underutilized training center parcel, an inactive food <br />manufacturing plant, vacant properties, fast food restaurants, and a junkyard. As a gateway to <br />the City, Marina Boulevard not only did not present the image the City desired, but it was <br />unproductive, unaesthetic, and unsupportive of the Marina Square Center. <br />
