The City <br />Council approved the creation of and appointment to a Housing Element <br />Ad Hoc Advisory Committee (HEAL) and accepted the Status Report on <br />the Housing Element Component of the General Plan Update Effort. <br />City Council Agenda; Matter of Changing How Public Comments Are <br />80 <br />09-17-01 <br />2416 <br />Received During City Council Meetings. The City Council was supportive <br />of the proposal to allow public comments on New Business items; to limit <br />"Public Comments" and comments from speakers on New Business items <br />to three (3) minutes each; and to remove "Continued Public Comments" <br />from the end of the City Council Agenda. <br />City Council Consensus (Presentations/Recognitions, Item 2.A.) There was <br />-- <br />09-17-01 <br />-- <br />City Council consensus to add a Resolution in Support of Relief and <br />Recovery in the United States of America to the agenda. [See New <br />Business, Item G. <br />Board of Zoning Adiustments, Matter of Nomination of Member to (District <br />81 <br />10-01-01 <br />1019 <br />1) — Gil Raposo. The City Council approved the nomination of Gil Raposo <br />to the Board of Zoning Adjustments District 1). <br />Real Property Transfer Tax; Matter of Amendment to the Real Property <br />82 <br />10-01-01 <br />1170 <br />Transfer Tax, Providing for Rebates and Additional Exemptions, and <br />1413 <br />Establishing Regulations Governing Rebates. The City Council directed that <br />2318 <br />the ordinance be referred back to staff for additional study and that the <br />matter be scheduled before the full City Council for review and <br />discussion. <br />
