Harman, Human Resources Director j�cwl' <br />Subject: Resolution Amending Section 1.2 of the Pay Plan to Create the <br />Classifications of Recreation and Human Services Director, Human <br />Services Manager and Recreation Programs Manager and Setting the Pay <br />Ranges <br />SUMMARY AND RECOMMENDATION <br />It is recommended that the City Council approve a resolution amending Section 1.2 of the <br />Pay Plan to create the department head classification of Recreation and Human Services <br />Director at a pay range of$6,983-$7,335-$7,700-$8,084-$8,487 per month; create the <br />management classification of Human Services Manager at a pay range of $5,24645,508- <br />$5,78346,07346,377 per month; create the management classification of Recreation <br />Programs Manager at a pay range of$5,246-$5,508-$5,783-$6,073-$6,377 per month. <br />BACKGROUND <br />The City Council directed staff to develop a plan to reorganize the Community Services <br />Department into two separate operating departments — Library Services and Recreation <br />and Human Services. Presently, the Community Services Department is responsible for <br />providing a broad array of services including the management of the main and branch <br />libraries and related facilities; the development and management of recreation programs <br />and community -wide events, management of the Marina Community Center; <br />management of the City's Marina Park area and related functions. The Community <br />Services Department also provides staff support to the Library -Historical Commission, <br />the Human Resources Commission and the Parks and Recreation Commission. <br />The goal of reorganizing the Community Services Department is to enhance the City's <br />presence in the delivery of social services programs with community -based <br />organizations, Alameda County and other local and regional organizations providing <br />social services to the community; refocus the recreation function to enhance <br />programming and services; and generally to organize service delivery in a manner more <br />understandable to the public. <br />g <br />IS <br />
