DISCUSSION <br />Creating the classifications and setting the pay ranges as recommended herein is the first <br />step in the reorganization of the Community Services Department, and begins the process <br />of establishing the Recreation and Human Services Department. <br />The Recreation and Human Services Department will have three operating divisions — <br />Recreation, Human Services and the Marina. The Recreation Division will have <br />management responsibility for developing, implementing and supervising recreation <br />programs, community and special events, and will be responsible for the operation and <br />management of the Marina Community Center. The Human Services Division will be <br />responsible for facilitating and coordinating the social service delivery system in the <br />community. The Marina Division will have on -going responsibility for the operation of <br />the Marina Park area. <br />The Recreation and Human Services Director will be a department head position with <br />overall responsibility for the management and supervision of the Recreation and Human <br />Services Department. The Recreation and Human Services Department will also be <br />responsible for providing staff support to the Parks and Recreation Commission and the <br />Human Resources Commission. The proposed salary range is the lowest department head <br />pay range and is consistent with the pay levels for similar positions in other area <br />agencies. <br />The Human Services Manager will be responsible for identifying social service needs in <br />the community and will facilitate and coordinate the delivery of social services with <br />community -based agencies, county and state agencies, schools and other organizations <br />and agencies involved in the social service delivery system. The position reports to the <br />Recreation and Human Services Director. The proposed salary range is consistent with <br />the salary range for other City management positions with comparable responsibilities. <br />The Recreation Programs Manager will be responsible for planning, developing and <br />evaluating recreation programs for the community. The incumbent will supervise the full <br />and part-time recreation staff and will report to the Recreation and Human Services <br />Director. The proposed salary range is consistent with the salary range for other City <br />management positions. <br />Should the City Council approve the resolution amending the Pay Plan, the Human <br />Resources Department will begin a recruitment to fill the Recreation and Human Services <br />Director position and shortly thereafter, will begin the recruitment to fill the Human <br />Services Manager and Recreation Programs Manager. <br />When the reorganization of the Community Services Department is complete, Section 1.2 <br />of the Pay Plan will be amended to reflect the new organizational structure. <br />
