Its design will serve as an adequate barrier for noise and headlights from the parking <br />lot to the residential properties. <br />Medical i Ne <br />The animal hospital's expanded service will involve the application of radioactive Iodine for <br />therapy, Technesium for diagnostic studies, and Cobalt in a teletherapy treatment machine. Iodine <br />is commonly used in the treatment of hyperthyroidism in cats. Technesium is used for the <br />diagnosis of the hyperthyroidism. The Cobalt is a sealed source and is used to treat the patient's <br />cancer. <br />The X-rays generated from the CT scanner are generated electronically without radioactive <br />material being present. Special shielding will be included in the building walls to prevent X-rays <br />from exposing surrounding areas. <br />The X-ray use and other radiation use will require a license from the State of California Department <br />of Health, Radiological Health Branch and a Hazardous Material Business Plan (HMBP) from the <br />City's Environmental Services Division. This facility will serve small animals (i.e., cats and dogs) <br />where quantities and doses of radiation therapy are smaller than the facilities for persons in a <br />hospital or medical building. <br />Planning Commission Comments <br />The Planning Commission expressed the importance of upgrading the appearance of the existing <br />u easterly parking lot with some tree planting. It felt that the tree planting should be comparable to <br />the proposed new parking lot. <br />The neighbors to the east expressed their concern with noise from the new parking lot. Thus, the <br />Commission recommended a condition that after completion of the new parking lot, City staff <br />review the noise levels or complaints. If noise problems do arise, the matter would be brought <br />back to the Planning Commission for additional conditions. <br />Planning Commission Additions and Revisions to Conditions of Approval <br />In response to the public comments and discussions with the applicant on the above issues, the <br />Planning Commission amended the recommended conditions of approval with the following <br />revisions and additions: <br />• Add a condition incorporating the conditions of approval from the previous Planned <br />Development approval, PD-96-3 and superseding any conditions that would be hereinafter <br />modified by the new Planned Development; <br />• Add a condition to require that the perimeter fencing shall be constructed per the construction <br />detail on Exhibit A; <br />• Add a condition to require that the signage be constructed per the approved plans; <br />
