The proposed reclassification must be in general agreement with the adopted General <br />Plan of the City. <br />The General Plan designates this as a no change area. Development housing on this site is <br />consistent with existing housing development in the general area. This development will be <br />consistent with the General Plan goal of encouraging the development of housing in locations <br />with good access to local employment areas and local transportation (Goal 10 Policy 1 Page V — <br />59). <br />2. The uses permitted by the proposed classification must be compatible with existing and <br />proposed uses in the general neighborhood. <br />The general area is a mixture of residential uses including single-family, multiple -residential and <br />condominiums. The uses permitted under the proposed zoning district will be compatible with <br />existing residential uses in the vicinity. <br />Planned Development <br />Under Section 3-108, planning commission review, the commission must first make the findings <br />provided in Subdivision (a) of Section 5-2212. This section contains the findings for all use <br />permits as follows: <br />1. That the proposed location of the use is in accord with the objectives of this code and <br />the purposes of the district in which the site is located. <br />This proposal will help preserve the quality and character of this residential neighborhood. The <br />property has been an unsightly parcel for many years. It has received little or no interest for <br />development under the existing RM-1800 Multi -Residential. This attractive residential <br />development will enhance the appearance of San Leandro Boulevard at this key location near <br />BART and downtown San Leandro. It will provide very convenient new ownership housing for <br />people employed in the downtown area. <br />2. That the proposed location of the use and the proposed conditions under which it would <br />be operated or maintained will be consistent with the General Plan; will not be <br />detrimental to the public health, safety or welfare of persons residing or working in or <br />
