- 2 - January 20, 2000 <br />adjacent to the neighborhood of such use; and will not be detrimental to properties or <br />improvements in the vicinity or to the general welfare of the City. <br />The General Plan designates this as a no change area. Development housing on this site is <br />consistent with existing housing on adjacent sites and in the general area. This development will <br />be consistent with the General Plan goal of encouraging the development of housing in locations <br />with good access to local employment areas and local transportation (Goal 10 policy 1 Page V — <br />59). This property is close to employment opportunities in and around downtown. It is also very <br />convenient to public transportation. <br />3. That the proposed use will comply with the provisions of this code, including any <br />specific condition required for the proposed use in the district in which it would be <br />located. <br />The use will comply with the density, setback, open space and parking requirements for the RM- <br />3000 District. Specific conditions are recommended for the planned development and <br />improvements required under the Tract Map. The development will have to comply with those <br />requirements before occupancy is granted. <br />4. That the proposed use will not create adverse impacts on traffic or create demands <br />exceeding the capacity of public services and facilities, which cannot be mitigated. <br />The surrounding streets have adequate capacity to accommodate the traffic generated by this <br />development. With its close proximity to public transportation and the downtown area, traffic <br />generation may be less than developments in San Leandro that are not conveniently located close <br />to public transportation. There are adequate public facilities in the area to serve this <br />development. <br />Findings under Section 3-1018 <br />(a) The Planned Development Project Plan will provide superior urban design in <br />comparison with the development under the base district zoning regulations. <br />Much of the apartment development in this area was constructed with little or no design review. <br />Even though the projects may be functional, they lack design amenities. This is a well designed <br />project with efforts made to enhance the appearance of the units. This proposal will blend in <br />well with the surrounding neighborhood and add an attractive appearance to this portion of San <br />Leandro Boulevard. <br />(b) The Planned Development project includes adequate provisions for utilities, services <br />and emergency vehicle access; and that public service demands will not exceed the <br />capacity of existing and planned systems. <br />A project consisting of only 5 units will have very little impact on existing utility service in the <br />area.
