to improve the appearance of the project from the street. The short wall section will match the <br />wall constructed on San Leandro Boulevard for the Thornton Place project. An 8-foot high <br />masonry wall will also be constructed along the rear of the project between this property and the <br />adjacent property fronting on San Leandro Boulevard. Six-foot high wood fences will enclose <br />the private yards of each unit. <br />Parking will consist of two enclosed spaces in the garage and apron parking in front of the <br />garage. Because of the generous front setback, there may be room for parking 3 or 4 cars in the <br />driveway of the end unit adjacent to San Leandro Boulevard. <br />Vesting Tentative Map <br />The City Engineer has reviewed the tract map and he finds that the map will be in compliance <br />with Title VII, Chapter 1 of the Municipal Code and the State Subdivision Map Act. <br />DISCUSSION <br />This proposal is almost identical to the recently completed project across the street. This project <br />will incorporate the upgraded architectural enhancements that will be used on the Estudillo <br />Avenue project. Developing this unsightly vacant parcel, in conjunction with the existing <br />housing project across the street will give this section of San Leandro Boulevard a new attractive <br />look. The project location is ideal with its easy access to BART and the downtown shopping <br />area. This proposal will provide the same amenities as other similar projects by this developer. <br />In addition, this proposal will also have larger private back yards, deeper driveways for <br />additional parking and the use of pavers for the driveway surface giving this development a more <br />distinct look. Generous landscaping will be provided including 24-inch box street trees on San <br />Leandro Boulevard and similar specimen trees in the front yards on Thornton Avenue. Trees <br />will also be placed in the back yard of each unit. <br />Planning Commission Comments <br />The Commission concurred that this would be a major improvement on this vacant parcel and <br />would tie in visually with the development across the street (see attached minutes.) <br />They recommended approval of the project with the following revisions be made to the <br />conditions of approval: <br />The Commission asked that a condition be added that pavers be used for the driveway <br />surface as stated by the developer. <br />■ That along the San Leandro Boulevard frontage, the project incorporate the same species of <br />street trees and the same configuration of tree grates and tree wells and other details as <br />utilized in the 25-unit Thornton Place project previously approved. <br />■ That a concrete masonry fence up to eight feet in height be installed at the rear of the project. <br />City Council Staff Report March 1, 2000 <br />A-99-7, PD-9-8 & TM 7183 Page 3 of 4 <br />3 <br />
