B. Approve the planned development to allow the construction of 5 three bedroom and two <br />bath two story attached single-family dwellings, with the recommended findings and <br />conditions of approval; and <br />C. Approve Vesting Tentative Map Tract No. 7183 with the recommended findings and <br />conditions of approval for a 5 unit subdivision creating individual parcels for each of the <br />proposed for sale units. <br />BACKGROUND <br />This vacant property consists of a single parcel with an area of 13,400 square feet. The property <br />is bounded by a four -unit condominium on the east side and a private garage and storage on the <br />north side. On the south side of Thornton is a recently completed 25-unit townhouse <br />development built by the applicant for this proposal. The design of the units is almost identical <br />to this project. On the west side of San Leandro Boulevard is parking for the Davis Street BART <br />station. <br />DETAILS OF PROPOSAL <br />Rezoning <br />In conjunction with a planned development, the subject property must be rezoned to Planned <br />Development Combining District. In this case the property is presently zoned RM-1800 Multi - <br />Family Residential and must be rezoned to a classification that most closely matches the density <br />of the project (one unit per 2700 square feet of land area.) Rezoning the property to RM-3000 <br />(PD) Residential Multi -Family Planned Development Combining District is the classification <br />that most closely matches the density of the project. <br />Planned Development <br />This proposal is to construct 5 two-story townhouse units on this site. All of the units will face <br />Thornton Street and there will be 5 separate driveways for access to the respective two -car <br />attached garages. The units have a master bedroom suite and bathroom on the first floor and two <br />bedrooms, bath, kitchen, living room and dining area on the second floor. The living area of the <br />unit is 1310 square feet and the garage is 509 square feet. There is a private fenced backyard for <br />each unit varying from 25 feet to 43 feet in depth. The front setback on Thornton Street varies <br />from 20 feet to 38 feet to the recessed garage door. <br />The units are very similar to the 25 unit Thornton Place project across the street and the two <br />recently approved projects at Estudillo Avenue and Santa Rosa Street. The building exterior is <br />stucco with architectural enhancements consisting of stucco stone veneer, bay windows, built up <br />stucco eave, accent stucco trim, arched windows, wood shutters and sectional garage doors with <br />windows. The units have generous offsets to break up the continuous line of the fagade. <br />Along San Leandro Boulevard from the rear corner of the end unit to the rear property will be an <br />8-foot high masonry wall.
