The floor plan of the existing church building is shown on <br />Exhibit H. <br />The Faria site at 519 Manor Boulevard was developed with small buildings which were <br />built between the early part of the century and the 1960s. The structures were used to <br />house the Faria Brothers hardware store and light industrial uses, such as welding and <br />plumbing services. All but one of these buildings was demolished in 1999; the remaining <br />building is located on the southeast corner and will be used by the church as a youth <br />center. <br />In the eight years since the church was established at this site, the congregation of Faith <br />Fellowship Foursquare Church has grown rapidly, from 100 to approximately 700 weekly <br />attendees. The church's leadership believes that the existing building cannot adequately <br />accommodate the needs of its congregation. The chance to expand the church came in <br />1998, when the Faria Brothers hardware store vacated the adjacent property. The church <br />bought the property with the intention of building a new sanctuary building to hold <br />worship services. <br />The Zoning Code provides that a major expansion of a church use requires a conditional <br />use permit (Zoning Code Section 2-516). Since the applicant also needs approval to <br />change the zoning on the Faria site to allow a church use, staff recommended that the <br />applicant go through the Planned Development procedure to simplify the planning <br />approval process. <br />This report outlines the project presented at the March 23, 2000 Planning Commission <br />hearing. Information about the original proposal can be found in the October 19, 1999 <br />staff report. <br />SUMMARY OF PROPOSAL <br />This proposal would create a 2.39-acre site for a church use. The site would be <br />developed with two church buildings: the existing 9,218 square -foot church building and <br />the new 13,870 square -foot sanctuary, or worship hall. A third building, the sole building <br />remaining from the Faria Brothers business, is located on the southeast corner of the site. <br />This building is 2,200 square -feet in area and will house a church youth center. In front <br />of the church buildings and the youth center would be a parking lot with 154 parking. <br />spaces. <br />The new sanctuary building would be located on the eastern property line, along the I-880 <br />Freeway. The new building will be two stories tall, but the second story will only have <br />offices and a sound room from the sanctuary area; no seating for the sanctuary will be <br />located upstairs. The sanctuary building will be used for church services and an <br />occasional large meeting. It will have a choir room, a baptistry, bathrooms, a mom's <br />room and a lobby, but the majority of the square footage is devoted to the worship hall. <br />PI <br />
