L <br />FY 2000-01 City User Fee Adjustments 3 May 9, 2000 <br />Finance Department <br />Most of the proposed fee increases were for dog licensing services. The proposed charge for a copy of the <br />City's Comprehensive Annual Financial Report is a new fee. The fee for returned checks was reduced. The <br />overall cost recovery rate for providing these services will increase from 28.2% to 36.4%. <br />Fire Service Related Fees <br />All proposed fee increases were for inspection services for multiple dwellings. The cost recovery rate for this <br />service is expected to increase from74.9% to 75.6% as a result. <br />Library Services Department <br />The proposed increase in the charge for book and video rentals will increase the cost recovery rate for these <br />services from 34.5% to 36.7%. <br />Police Department <br />A new fee, Block Parry Permits, has been added to the schedule. The department's overall cost recovery rate <br />is expected to increase from 69.3% to 82.0% as a result of the proposed fee increases. <br />Public Works Services Department <br />A new fee, Trash Truck Rental has been added to the schedule. The City no longer provides prepaid refuse <br />bags and the associated fee has been deleted from the schedule. <br />Recreation and Human Services <br />The proposed increase in Field Rental fees and Adult Softball League fees will increase the cost recovery rate <br />for these services from 38.8% to 39.7%. Marina Berth Rental rates have not been increased since 1991. <br />There is a 10% increase in rental rates and an increase in the late fee from .75% per month to 10% of the rent <br />due. <br />CONCLUSION <br />The recommended adjustments to the existing City user fees and service charges are consistent with the <br />revenue enhancement provisions of the City's Financial Values Statements.
