The proposed site planning and design provides a
balanced and comprehensive solution to an area with many complex conditions, including a lack
of infrastructure, numerous parcels that are marginally developed with multiple owners, and the
State's Redevelopment Law requiring provisions for affordable housing within the development.
The solution is an opportunity to create a new residential neighborhood within walking distance
of the downtown and BART.
'_n)
