City Council Staff Report February 9, 1999 <br />General Plan Amendment; A-98-8; PD-98-2; TM 7078 Page 4 of 12 <br />vehicle access from San Leandro Boulevard via Peralta Avenue and Russet Street from Oakland. <br />The subdivision will represent a significant improvement to the area. The subdivision is <br />representative of efficient site planning and design, that will be visible from San Leandro <br />Boulevard and BART. The plans include the necessary infrastructure improvements to facilitate <br />the comprehensive development of the Peralta Area. The Alvarado Street extension improves <br />pedestrian and vehicular access to the downtown area and BART station since it will allow a <br />more direct path to these amenities from the subdivision. <br />Inclusionary Housing <br />The project is located within the Joint City and Alameda County Redevelopment Project Area. <br />Residential development within redevelopment project areas triggers an "inclusionary housing" <br />requirement in which a portion of the housing project must be affordable to low- and moderate - <br />income families. As mandated by State Redevelopment Law, the applicant has agreed to provide <br />15% of the dwelling units as inclusionary housing. <br />The initial consideration was to provide the affordable housing in the courtyard phase of the <br />development. Because the housing market experiences fluctuations, this alternative was a <br />concern if the build -out of the courtyard homes lagged or was never completed. <br />The duets in the single-family neighborhood provide an opportunity to phase the required <br />affordable housing as the development builds out. The Redevelopment Administrator has <br />reviewed the proposal and agrees with the plan for including the affordable housing in a <br />combination of the duets and the courtyard homes. <br />The staff reports of December 10 and January 14 include a comprehensive discussion of these <br />issues. <br />Comments Raised at the Planning Commission Meeting <br />The Planning Commission, at the January 14, 1999 meeting, recommended supplemental <br />conditions requiring that details of certain design and development elements be implemented in the <br />construction documents. They included the following: <br />• Stone detail on the bridge; <br />• Pedestrian -scale light poles and fixtures within the subdivision and not the cobra -style street <br />lights; <br />• Trees to accent the pedestrian areas; <br />• Wainscoting of other materials, such as stone instead of stucco, on 50 % of the single-family <br />homes; and <br />• A minimum of 609, 24-inch, box street trees, in addition to the park trees, buffer area trees, and <br />the Condition of two trees per lot. <br />Furthermore, the Commission required that prior to approval of the Final Map, the applicant must <br />provide the following details to the Commission's satisfaction: <br />4 <br />
