City Council Staff Report February 9, 1999 <br />General Plan Amendment; A-98-8; PD-98-2; TM 7078 Page 6 of 12 <br />San Leandro Creek will be reviewed and monitored by the City's Engineering and <br />Transportation Department, the California Department of Fish and Game (CDFG), and the <br />Alameda County Flood Control and Water Conservation District (ACFCWCD). The bridge will <br />be required to have a minimum width of 26 feet to allow two-way traffic and a pedestrian <br />walkway on one side. The landscape plans will include clean-up and new vegetation along the <br />creek bank. Any new vegetation will be native variety for riparian (stream -bank corridor) <br />habitat. <br />The proper mitigation measures are outlined for the assessment of hazardous materials and <br />contamination of soil and groundwater. The main mitigation measure for this issue will read as <br />follows: <br />• Prior to approval of the Final Map, an assessment of the entire project site shall be completed <br />by a professional toxicologist and submitted to the City of San Leandro, Hazardous Materials <br />Division, for review and approval. The assessment shall include delineation of the extent of <br />contamination on the entire site, determination of the groundwater flow direction, <br />determination of the best remedial -action method, and determination of the feasibility for <br />development. Remedial options in the assessment may include source removal (soil <br />remediation), groundwater remediation (both active and passive) natural attenuation, and <br />long-term monitoring. In addition, institutional controls may be required such as deed <br />restrictions/notifications and a Prospective Purchaser Agreement. Remediation shall be <br />completed to the satisfaction of the City of San Leandro Hazardous Materials Division prior <br />to the issuance of building permits,. <br />FINDINGS <br />The Planning Commission and staff recommend the City Council make the following Findings <br />to approve the Cherry City development proposal. <br />Reclassification <br />1. The proposed reclassification must be in general agreement with the adopted General <br />Plan of the City. <br />The General Plan designates the vicinity as a "Major Change" area (General Plan Map <br />19, Land Use Element). A "Major Change" area is a complex area with numerous <br />uncertainties, that requires in-depth analysis by the City and the potential developer. The <br />reclassification from IG and IG-S to RS (PD) District will permit the consideration of a <br />new comprehensive plan to redevelop an underdeveloped and poorly accessed site. The <br />reclassification will encourage a beneficial change toward lower -density residential <br />development, that will protect the existing area from other high -intensity uses such as <br />commercial or industrial uses. <br />The reclassification from IG and IG-S to RS (PD) District will protect the immediate <br />properties and occupants from any inappropriate use and significant impacts by allowing <br />b <br />
