Jerfn s <br />City Manag <br />Jacqui Diaz, Interim Assistant to the City Manager <br />Kathy Ornelas, Community Relations Representativev <br />Change of Control of Cable Television Services from TCI to AT&T; <br />Postponement of Lease Extension for TCI Facility at 2850 Marina Boulevard <br />SUMMARY AND RECOMMENDATION <br />TCI Cablevision, Inc. is requesting consent for change of control of cable television services in <br />San Leandro from TCI to AT&T following the merger of these two companies. They have also <br />notified the City that they wish to exercise an extension of their lease of City property at 2850 <br />Marina Boulevard. <br />After further staff research and review by a Sub Committee of the City Council Rules and <br />Communications Committee, staff s recommendation will be to approve the merger, and thereby <br />change of control, of TCI and AT&T, and to postpone approval of the lease extension due to <br />existing multiple code and lease violations at the TCI facility on Marina Boulevard. A resolution <br />will be placed on the January 4, 1999 City Council agenda for the City Council's consideration <br />of the merger approval only. <br />DISCUSSION <br />These matters were discussed by the City Council during the December 7, 1998 City Council <br />meeting. The Council expressed reservations regarding the merger of the two companies and felt <br />there may be an opportunity for the City and the community of San Leandro to negotiate these <br />matters in the interest of better public and City access to services provided by TCI. Concerns <br />regarding operations at the Marina Boulevard site, including disturbances to neighboring <br />residences caused by activity at the TCI facility, had been brought to the City's attention by a <br />local property owner. A Sub Committee of the City Council Rules and Communications <br />Committee was requested to review these matters further. <br />107 <br />
