Also <br />known as, General Plan Amendment to include residential development as a use in the Peralta Avenue Area, West of <br />San Leandro Boulevard; A-98-8; reclassification from IG Industrial General and IG(S) Industrial General, Special <br />Overlay District to RS(PD) Residential Single -Family Planned Development Overlay District; and PD-98-2 and <br />Vesting Tentative Map, Tract No. 7078; planned development and tentative map to construct a 354-unit single <br />family home, duet and courtyard home subdivision in a 44.6 acre area bounded by the BART right-of-way to the east, <br />the San Leandro Creek to the south, the Southern Pacific Railroad right-of-way to the west, and the San Leandro - <br />Oakland border to the north; the subdivision will have access from Alvarado Street by a new bridge over the San <br />Leandro Creek; access to San Leandro Boulevard via Peralta Avenue will be for emergency purposes only; Assessor's <br />Parcel Numbers 75-155-1-2, 2-2, 2-8, 2-11, 2-12, 4, 75-207-1, 3-1,4-1, 5-1,6-1, 6-4, 7-1, 7-2, 7-3, and 8-2; Aidan <br />Barry, The DeSilva Group, 11555 Dublin Blvd., Dublin, CA 94562, (925) 828-7999, Alameda County. <br />Project Description: The proposal includes development of 354-unit single-family home, duet and courtyard home <br />subdivision in the Peralta Area, bounded by San Leandro Creek to the south, Southem Pacific Railroad (SPRR) <br />right-of-way and tracks to the west, the City of Oakland city limits to the north, and BART right-of-way and <br />elevated tracks to the east. Proposed amenities for the site would include the extension of Alvarado Street through <br />the development, a vehicle/pedestrian bridge across San Leandro Creek, multi -purpose fields, a park/playground, <br />and a greenbelt buffer zone. The proposal would require action by the City Council to approve a General Plan <br />Amendment, rezone to RS (PD) Residential Single -Family Planned Development Overlay District for the 44.60- <br />acre site. The site has been utilized for a variety of uses including single-family residential, agriculture <br />(greenhouses), and a variety of industrial and commercial users. The project site is within the Joint Alameda <br />County -City of San Leandro Redevelopment Plan Area, but the Redevelopment Agency does not currently own any <br />of the properties. The developer is in the process of acquiring the various properties. <br />Findings of Exemption: <br />1. The City Council approved the General Plan Amendment, the proposal to rezone the property to a residential base <br />district and to a construct residential subdivision on the subject property. <br />2. An initial study has been conducted to evaluate potential adverse environmental impacts. <br />3. The City Council finds and determines that, when considering the record as a whole, there is no evidence before <br />the City that the proposed project will have potential for an adverse effect on the wildlife resources or the habitat <br />on which wildlife depends. <br />4.
