Jermanis In O <br />Manager <br />General Plan Advisory Committee (GPAC) Appointments <br />SUMMARY AND RECOMMENDATION <br />City Council has directed the formation of a General Plan Advisory Committee (GPAC) to <br />ensure that a full cross-section of the community will be represented in the planning and <br />decision -making process. Members of the GPAC will study issues, evaluate alternatives and <br />recommend policies to the Planning Commission and City Council. Having solicited <br />applications for the GPAC, and having carefully reviewed all of the applications received, the Ad <br />Hoc Committee has identified the people who should serve on the GPAC. With these <br />individuals, the GPAC will be representative of San Leandro and will provide invaluable <br />assistance in guiding the General Plan update. <br />The Ad Hoc Committee recommends that City Council move to approve the attached list of 45 <br />individuals and to formally appoint them to serve on the General Plan Advisory Committee. <br />Each member of City Council will also be able to appoint one additional person to serve on the <br />GPAC; therefore, the GPAC will have 52 members. <br />BACKGROUND <br />It is essential that the General Plan reflect the goals and visions of the different people who live <br />and work in San Leandro. Cities can use a variety of techniques to gather public input in the <br />planning process. A commonly used method, and one which San Leandro is pursuing, is to use a <br />General Plan Advisory Committee (GPAC). These committees are made up of a diverse group <br />of residents who study issues, evaluate alternatives, and make recommendations throughout the <br />development of a General Plan. <br />63 <br />
