GPAC - 2 - February 22, 1999
In December 1998, the City began soliciting applications for membership on the GPAC. The
GPAC was widely advertised to businesses, residents and at public meetings in San Leandro,
such as the General Plan Town Hall Meeting on January 23, 1999. The Town Hall Meeting was
very successful, with over 100 people attending. The deadline for GPAC applications was
Friday, February 5, 1999, on which a total of 76 applications were received. An Ad Hoc
Committee of the City Council was formed to consider applications for the GPAC and to
recommend individuals to be appointed to the GPAC.
DISCUSSION
The GPAC application form (attached) asked people to identify a number of important
characteristics about themselves, such as their age, gender, ethnicity and location of residence.
The form also asked the applicants to identify any organizational affiliations that they held, and
applicants were given the opportunity to briefly explain why they were interested in serving on
the GPAC.
Once the applications had been returned to staff, the information was entered into computer -
based matrices, which facilitated the comparison of the applicants. On February 17, 1999, the
Ad Hoc Committee met to select the applicants to be recommended for the GPAC. A concerted
effort was made to ensure that the members of the GPAC would be representative of San
Leandro's diversity, particularly with respect to organizational affiliation, ethnicity and location
of residence/City Council District.
In total, 45 individuals were chosen as members of the GPAC. An additional seven people will
be appointed to the GPAC at the March 15t' City Council meeting --one each by the Mayor and
each member of the Council. The first meeting of the GPAC will tentatively be held on
Tuesday, March 23, 1999, from 7:00 — 9:00 p.m.
CONCLUSION
Having solicited applications for the GPAC, and having carefully reviewed all of the applications
received, staff and the Ad Hoc Committee recommend to City Council that the individuals on the
attached list be appointed as members of the General Plan Advisory Committee. With these
individuals, the GPAC will be representative of the entire San Leandro community and will
provide invaluable assistance in guiding the General Plan update.
Attachment
G:\OLIVER\GPAC\SR2 2) 99.DOC.RTF
G:\OL I VER\GPA"PLICKnON.DOC
G:\OLI VER\GPACVEMBERS.DOC
64
