City Council - 3 - June 15, 2000 <br />will be changed to Library Director thereby eliminating the management responsibilities over <br />recreation and human service activities; in addition, the Recreation -Human Services Director job <br />classification will be created. In order to clearly define the new job responsibilities it is <br />recommended that the Library Services Manager job classification be revised to City Librarian <br />and Events Specialist to Recreation Coordinator. <br />The Landscape Maintenance Worker III will be an advanced journey -level maintenance class in <br />the Park and Tree Maintenance Worker series. Landscape Maintenance Worker III will perform <br />the most difficult and responsible types of technical duties assigned to classes within this series, <br />including performing technically complex maintenance duties related to area of assignment and <br />assuming lead responsibility over crews. The salary range recommended for the Landscape <br />Maintenance Worker III job classification is $3,617-$3,808-$4,008-$4„ 219-$4,441 per month. <br />(The creation of the positions at this time will eliminate 2 other existing positions.) <br />The job classification of an Assistant Public Works Services Director is a management position <br />and has responsibility to direct, supervise, and coordinate the daily work activities among the <br />three maintenance divisions within the Public Works Services Department. This position reports <br />directly to the Public Works Services Director and has direct supervision responsibilities over <br />senior supervisors in operational areas of park and landscape maintenance, buildings and <br />facilities maintenance, equipment and automotive maintenance, wastewater treatment, and street <br />maintenance including traffic signals and street lights. <br />The Assistant Director position was eliminated from the pay plan about six years ago. Back then, <br />the Director had implemented a decentralized management structure with two Superintendents <br />dividing responsibilities for supervising the daily maintenance operations. This management <br />approach was needed, at that time, to strengthen the City's responsiveness and service delivery in <br />our maintenance operations for parks, street trees, and residential street sweeping. Recent <br />experience has shown this approach is no longer effective in ensuring coordination among all <br />public works divisions, particularly with the emphasis on researching and evaluating <br />"privatizing" alternatives. <br />Currently, there are only two management positions in Public Works. The position of Assistant <br />Public Works Services Director will add a third management position to work closely with the <br />Director. This will allow the Director to concentrate on the long-term and strategic planning <br />issues related to financing, staffing, capital projects, and coordination among other city <br />departments. The Assistant Director will concentrate on field supervision of all maintenance <br />staff, assure the quality of maintenance service is meeting the Council's expectations and handle <br />citizen inquiries on maintenance issues. Further, hiring an Assistant Director to replace the two <br />vacant Superintendent positions helps the organization plan for a future successor to assume the <br />Director's role and have a manager clearly designated to be the "Acting" Director in his absence. <br />Fiscal Impact: All these changes are reflected in the 2000-2001 budget. The <br />Development Services Department request is $15,305.00 per year and the Public Works <br />budget request is approximately $6,000.00 per year.
