Jermanis �f-Ci anager (107a <br />Subject: Petitions Submitted Regarding the Repeal of the Real Property Transfer Tax <br />SUMMARY AND RECOMMENDATION <br />ark M .O , <br />The City Clerk received Petitions regarding the Real Property Transfer Tax which have been <br />reviewed and signatures verified, therefore rendering the petitions sufficient. The City Council <br />must now act set the issue for an election to take place no earlier than 88 days from the date of <br />certification of the petitions from the City Clerk. <br />BACKGROUND <br />On June 6, 2000 the proponents to repeal the Real Property Transfer Tax, submitted to the City <br />Clerk, 12 sections of petitions consisting of 1,648 signatures, requesting an Initiative to Repeal <br />of the City of San Leandro's Real Property Transfer Tax. <br />After reviewing the petitions for completeness, they were forwarded to the County Registrar of <br />Voters for signature verification on June 7, 2000. Pursuant to Elections Code 9114, the City <br />Clerk has 30 days from the date of the filing of the petitions, excluding Saturdays, Sundays, and <br />holidays, to examine the petition, and to verify that the requisite number of voters signed the <br />petition. <br />DISCUSSION <br />As of the date of submittal of the petition, the official number of registered voters within the City <br />of San Leandro was 35,289. The total number of valid signatures required to deem the petitions <br />sufficient is 5% of the registered voters who voted at the last Gubernatorial Election held in <br />November 1998. The total number of voters who voted at that election was 19,270, resulting in <br />a total of 963 valid registered voter signatures being required. <br />4493 <br />
