Jermanis, City Manager and Executive Dir for Q m o V600— �iq <br />rnm 2aoo -s6 <br />BY: Debbie Potter, Redevelopment Administrator 02-18- OC <br />SUBJECT PROJECT/PROJECT DESCRIPTION: (Ovaa) <br />• Approval of a Resolution of the Redevelopment Agency of the City of San Leandro approving <br />Amendment No. 5 to the Joint Alameda County/City of San Leandro Redevelopment Plan to <br />extend the power of eminent domain for a limited number of commercially and industrially zoned <br />properties within the project area; and <br />Adoption of an Ordinance of the City of San Leandro approving Amendment No. 5 to the Joint <br />Alameda County/City of San Leandro Redevelopment Plan to extend the power of eminent <br />domain for a limited number of commercially and industrially zoned properties within the project <br />area. <br />SUMMARY AND RECOMMENDATION <br />It is recommended that the public hearing to consider extending the power of eminent domain for <br />those parcels located within the unincorporated County be continued until Monday, December 4, <br />2000 to provide an opportunity for County staff to continue to work with business and property <br />owners regarding County initiatives and revitalization goals in the unincorporated portion of the <br />project area, the role of the County Citizens Advisory Committee and actions taken by the Board of <br />Supervisors in support of these efforts. <br />It is also recommended that the City Council and Redevelopment Agency conduct a public hearing <br />on September 18, to consider extending eminent domain authority to seven commercially/industrially <br />zoned parcels (four properties) within the City of San Leandro portion of the project area. <br />BACKGROUND <br />Current City Council Policy <br />In December 1999, the City Council adopted a Five -Year Implementation Plan for the Alameda <br />County/City of San Leandro (Joint) Redevelopment Project Area. The Implementation Plan sets out <br />program and policy initiatives for blight elimination and revitalization throughout the project area. <br />Specific development nodes are identified, such as the Islander node and Marina Boulevard Auto <br />Center, and the need to assemble land for development projects is noted. <br />73 <br />
