Davis III, P.E., P.T.O.E., Transportation Administrator <br />SUBJECT: RESOLUTION APPROVING CONTRACTUAL SERVICES AGREEMENT WITH <br />SAFE MOVES RELATING TO THE PEDESTRIAN SAFETY PROGRAM <br />SUMMARY AND RECOMMENDATION <br />This report recommends that the City Council adopt a resolution authorizing the City Manager to execute <br />an agreement with Safe Moves to provide the continuation of the Pedestrian Safety Program. It is <br />recommended that a Contractual Services Agreement be approved with Safe Moves to provide Elementary <br />School workshops, Community -based Traffic Rodeos and Senior Citizen Traffic Safety Presentations. <br />BACKGROUND <br />The Police Department began providing classroom instruction and bicycle rodeos in the elementary schools <br />in FY 1995-96 as part of the "Year of the Pedestrian” program. In order to keep the program new and <br />exciting in 1996-97, the City identified a non-profit organization that specializes in providing quality <br />pedestrian safety rodeos that address a myriad of transportation safety issues that are important for children <br />to know as they maneuver through city streets. City staff has reviewed the performance evaluations of Safe <br />Moves and is confident that their presence at elementary schools, civic events and senior citizen programs <br />is an important element of the Pedestrian Safety Program. <br />DISCUSSION <br />Safe Moves was established in 1983 in Los Angeles, following the death of the founder's dear friend in a <br />bicycle collision on the Pacific Coast Highway in Malibu. It is believed that the founder's friend would be <br />alive today if she had been wearing a helmet and had a better understanding of her vulnerability in traffic <br />as a bicyclist. Her death was the impetus for the establishment of Safe Moves. <br />
