A-98-9; PD-98-3 Appeal - 6 - May 13, 1999 <br />■ Courtyard homes are generally proposed to the west of Chapman Road, and include six duet <br />units and four townhouse units for low and moderate -income households. <br />■ The developer is presently in negotiations with the adjacent shopping center owner regarding <br />the purchase of a small portion of the parking lot to square off the development. The plan <br />shows how this could be incorporated into the development to provide an additional 4 <br />courtyard homes. <br />■ A single park will be provided within the project rather than two smaller parks. <br />■ The number of units has been reduced to 62. This is a reduction of 8 units from the plan that <br />was considered by the Commission (Sheet A2). If the adjacent shopping center parking area <br />is acquired, the number of units will increase by 4 units to a total of 66 units. <br />■ Under the revised plan, the parking ratio increases from 3.6 spaces unit to 3.7 spaces per unit. <br />STAFF RECOMMENDATION <br />Staff recommends that the City Council provide policy direction on the proposed rezoning of the <br />property to an RS (PD) residential designation and, if the rezoning is supported, refer the revised <br />development plan back to the Planning Commission for its consideration. This would also allow <br />staff to fully review the proposal and prepare revised conditions of approval. <br />Staff also recommends that the City Council review the revised development plan and indicate if <br />they support the plan in concept, with direction on suggested revisions as deemed appropriate. <br />Conceptual approval would indicate support for: 1) development of the property with single- <br />family dwellings (except for required affordable units) with a density of approximately 10 <br />dwelling units per acre and not exceeding 62 units (66 with the adjacent shopping center parking <br />lot portion); and 2) lot sizes averaging 3,000 to 3,500 square feet for the courtyard lots (including <br />common driveways), and lot sizes ranging from approximately 3,500 to 4,000 square feet for the <br />single-family lots.
