A-98-9; PD-98-3 Appeal - 5 - <br />May 13, 1999 <br />■ The Commission felt that the City would be setting a precedent by approving single-family <br />homes on 2,800 square foot lots. Other recently approved projects consisted of 4,000 square <br />foot lots for the single-family homes. These were larger developments with a combination of <br />4,000 square foot single-family lots and some cluster homes on smaller lots. These <br />developments also reserved larger areas of open space. Commission members expressed a <br />substantial level of discomfort with the lot size. <br />■ The Commission was concerned about the impact of diesel trucks, especially garbage trucks, <br />on the adjacent City Service Center. The trucks would result in noise and fumes for the <br />residents at a very early hour in the morning, perhaps as early as 5:00 a.m. They felt that the <br />City would be creating a significant land use conflict. <br />■ The Commission said they were aware that the City is studying the possibility of contracting <br />the City's refuse business and relocating the Service Center. The Commission felt that, to <br />facilitate the decision -making process in this case, they should have more information <br />regarding the future of the City's refuse collection and Service Center relocation before <br />rezoning of the property to residential. <br />■ The Commission recommended that the developer pursue purchasing a portion of the <br />adjacent shopping center parking lot to add to the development. This would result in a more <br />uniform configuration at the south side of the development and may result in better <br />configuration of the access road. <br />At the April 8`h Commission hearing a representative from the Floresta Homeowners Association <br />to the west of the project, submitted a petition with 26 signatures supporting the project (See <br />Attachment). <br />Summary of Revised Plan Submitted by the Developer <br />Subsequent to filing an appeal of the Planning Commission's action, the applicant has submitted <br />a revised development plan for consideration by the City Council (Attachment Sheet Al2). Staff <br />met with the applicant to discuss the revised plan, but has not had sufficient time to review the <br />proposal in detail. The revised plan responds to many of the concerns of the Planning <br />Commission including the following modifications: <br />■ The cul-de-sac street that parallels Fremont Avenue has been relocated to the easterly <br />property line adjacent to the Service Center to better separate the homes from the Service <br />Center. The units on the west side of the cul-de-sac are all courtyard homes. <br />■ The road extending easterly from the cul-de-sac will consist primarily of larger single family <br />lots. Nine of the lots will be 50 feet by 79 feet with an area of 3950 square feet. The <br />remaining eight lots will be 44 feet by 79 feet with an area of 3476 square feet. <br />
