A-98-9; PD-98-3 Appeal - 3 - May 13, 1999 <br />Environmental Review <br />This project has been reviewed pursuant to the California Environmental Quality Act (CEQA). <br />The Initial Study concluded that with the recommended mitigation measures, the rezoning, <br />Planned Development and Vesting Tentative Maps will not have a significant impact on the <br />environment and a Mitigated Negative Declaration has been prepared. The significant impacts <br />and mitigation measures necessary to reduce the impacts to less than a significant level is <br />identified in the Negative Declaration. The Negative Declaration has been sent to the State <br />Clearinghouse for a 30-day review period (SCH# 99022015). The review period ended March 8, <br />1999. Only one comment was received from Cal -Trans regarding the traffic impact on freeway <br />on and off ramps. A response to this comment is attached to the Negative Declaration. <br />DISCUSSION <br />Rezoning <br />In order to apply for a planned development to build ownership housing on the site, it is <br />necessary to rezone the site to a residential zoning district that is appropriate for the density of <br />the proposed development with the planned development overlay. RS (PD) is the residential <br />designation that would be appropriate for this proposed ownership housing development. <br />Planned Development Considered by the Planning Commission <br />The proposal denied by the Planning Commission is a 70-unit residential subdivision consisting <br />of courtyard homes, single-family homes on small lots and duet townhouses (Attachment Sheet <br />A2). The unit breakdown is as follows: <br />■ Courtyard homes with common driveways — 33 units <br />■ Duets/Townhouses — 10 units <br />■ Single-family homes with individual driveways to the private street — 27 units. <br />The 27 single-family lots would be 44 feet wide and vary in depth from 63 feet to 73 feet. Lot <br />area would vary from a low of 2,772 square feet to 3,212 square feet. The courtyard lots would <br />vary from 36 feet to 40 feet in width and 73 feet to 86 feet in depth. The lot area would average <br />from 3,000 to 3,500 square feet. This includes the area devoted to the common driveways. The <br />duet/townhouse lots would range from 22 feet by 73 feet to 25 feet by 83 feet. Lot area would <br />range from a low of 1,241 square feet to a high of 2,075 square feet. The duet/townhouse lots are <br />for low and moderate -income households. <br />
