6n <br />West San Leandro/MacArthur Blvd. - 7 - June 8, 1999 <br />One impact identified in the DEIR relating to the widening of intersections has been determined <br />to be financially infeasible. The intersections involved are: <br />1) Davis Street and Doolittle Drive <br />2) Marina Boulevard and Merced Street, and <br />3) Merced Street and Fairway Drive <br />In each case, the traffic analysis determined that, at the build -out of the Redevelopment Area and <br />surrounding properties pursuant to the existing zoning and the General Plan, these intersections <br />would operate at a Level of Service (LOS) F. Due to the cost of right-of-way acquisition and the <br />extent of the road widening needed, mitigation of this impact to the required LOS D is infeasible. <br />For this reason, a Statement of Overriding considerations must be adopted by the Agency as part <br />of certifying the EIR. <br />Fiscal Impact <br />Funds are allocated to implement the Redevelopment Plan as part of the FY 1999- <br />2000 West San Leandro/MacArthur Boulevard Redevelopment budget. <br />CONCLUSION <br />The West San Leandro/MacArthur Boulevard Redevelopment Area is significantly blighted and <br />these conditions are beyond the ability of private enterprise acting alone to eliminate.
