6n
West San Leandro/MacArthur Blvd. - 7 - June 8, 1999
One impact identified in the DEIR relating to the widening of intersections has been determined
to be financially infeasible. The intersections involved are:
1) Davis Street and Doolittle Drive
2) Marina Boulevard and Merced Street, and
3) Merced Street and Fairway Drive
In each case, the traffic analysis determined that, at the build -out of the Redevelopment Area and
surrounding properties pursuant to the existing zoning and the General Plan, these intersections
would operate at a Level of Service (LOS) F. Due to the cost of right-of-way acquisition and the
extent of the road widening needed, mitigation of this impact to the required LOS D is infeasible.
For this reason, a Statement of Overriding considerations must be adopted by the Agency as part
of certifying the EIR.
Fiscal Impact
Funds are allocated to implement the Redevelopment Plan as part of the FY 1999-
2000 West San Leandro/MacArthur Boulevard Redevelopment budget.
CONCLUSION
The West San Leandro/MacArthur Boulevard Redevelopment Area is significantly blighted and
these conditions are beyond the ability of private enterprise acting alone to eliminate. The
programs and projects presented in the West San Leandro/MacArthur Boulevard Redevelopment
Plan (either Option 1, 2 or 3) and the Five Year Implementation Plan will help eliminate these
blighting conditions and spur further economic stability and growth.
SE/DP/JA:nh
G:Uennifer\West San Leandro\City CouncilUoint Hearing on Adoption 6-14-99.doc
AM
