Therefore, to preserve the intent of redevelopment as a streamlined process that provides an active advisory role for property and business owners, while still retaining the ability to benefit from the feedback of the Planning Commission, the RAC recommends the adoption of Section 311 as recommended by the Planning Commission with the exception that the first sentence should be changed to read as follows: "If the Redevelopment Advisory Committee or its successor body (if any) so directs, the 43e following projects shall be submitted to the Planning Commission for review and recommendation prior to submittal to the Redevelopment Agency." Appendix C, Section 2: The RAC requests the Planning Commission's recommended language be modified to indicate that "...the Agency will use its best efforts to coordinate these programs..." In addition to the above changes, the RAC also recommends the following change to the MacArthur Boulevard Master Streetscape and Gateway Plan project description to ensure adequate design flexibility: Appendix C, Section 2.c: Change the second to the last line to read: The Project could 04euld include narrowing MacArthur to create more parking and wider sidewalks and should create distinctive gateways into San Leandro. Joint Hearing and Public Notice Redevelopment Law requires that the Agency and City Council hold a public hearing prior to the adoption of the Redevelopment Plan. The hearing must be advertised for four consecutive weeks in the newspaper and the Agency must use its best efforts to mail a notice of the hearing to every property owner, business owner and tenant in the project area. The required legal ad appeared in The Daily Review on May 17, 24, and 31, and June 7, and the required notice was mailed to all property owners, business owners and tenants on May 12, 1999. Environmental Impact Report A Draft Environmental Impact Report (DEIR) was prepared and distributed in March and April of 1999. The comment period ended on April 14, 1999. The Final Environmental Impact Report is provided in the Report to the City (Tab 3, Exhibit E) and contains a response to all comments, minor corrections and addenda to the information presented in the DEIR, and the mitigation measures required for the project. A Mitigation Monitoring Plan has also been prepared. C .a
