West San Leandro/MacArthur Blvd. - 6 - June 8, 1999 <br />Commission feedback on any project or policy placed before the RAC for <br />recommendation to the Agency. Therefore, to preserve the intent of redevelopment as a <br />streamlined process that provides an active advisory role for property and business <br />owners, while still retaining the ability to benefit from the feedback of the Planning <br />Commission, the RAC recommends the adoption of Section 311 as recommended by the <br />Planning Commission with the exception that the first sentence should be changed to <br />read as follows: <br />"If the Redevelopment Advisory Committee or its successor body (if any) so directs, the <br />43e following projects shall be submitted to the Planning Commission for review and <br />recommendation prior to submittal to the Redevelopment Agency." <br />Appendix C, Section 2: The RAC requests the Planning Commission's recommended <br />language be modified to indicate that "...the Agency will use its best efforts to coordinate <br />these programs..." <br />In addition to the above changes, the RAC also recommends the following change to the <br />MacArthur Boulevard Master Streetscape and Gateway Plan project description to ensure <br />adequate design flexibility: <br />Appendix C, Section 2.c: Change the second to the last line to read: The Project could <br />04euld include narrowing MacArthur to create more parking and wider sidewalks and <br />should create distinctive gateways into San Leandro. <br />Joint Hearing and Public Notice <br />Redevelopment Law requires that the Agency and City Council hold a public hearing prior to the <br />adoption of the Redevelopment Plan. The hearing must be advertised for four consecutive weeks <br />in the newspaper and the Agency must use its best efforts to mail a notice of the hearing to every <br />property owner, business owner and tenant in the project area. The required legal ad appeared in <br />The Daily Review on May 17, 24, and 31, and June 7, and the required notice was mailed to all <br />property owners, business owners and tenants on May 12, 1999. <br />Environmental Impact Report <br />A Draft Environmental Impact Report (DEIR) was prepared and distributed in March and April <br />of 1999. The comment period ended on April 14, 1999. The Final Environmental Impact <br />Report is provided in the Report to the City (Tab 3, Exhibit E) and contains a response to all <br />comments, minor corrections and addenda to the information presented in the DEIR, and the <br />mitigation measures required for the project. A Mitigation Monitoring Plan has also been <br />prepared. <br />C .a <br />
