City Council Staff Report July 12, 1999 <br />A-99-2 & PD-99-2 Page 9 of 10 <br />specimen trees with a large growth habit would adequately mitigate the impact of its view to a <br />less than significant level. <br />The Planning Commission and Staff recommend the City Council adopt the Mitigated Negative <br />Declaration. A copy of the Mitigated Negative Declaration and Initial Study is attached. <br />FINDINGS <br />The Planning Commission and staff recommend the City Council make the attached Findings to <br />approve the rezoning and planned development. The findings include that the rezoning from CC <br />to CC(PD) District will permit the consideration of a new comprehensive plan to redevelop an <br />underutilized and poorly accessed site. The rezoning will allow a beneficial change towards a <br />low -intensity self -storage facility use and a tax generating, moderate -intensity hotel use without <br />banquet and recreational facilities or a restaurant. This will protect the existing area from other <br />high intensity uses such as commercial centers that include retail uses. <br />The findings also include that the planned development, with the recommended conditions of <br />approval, will be compatible with adjacent existing development; it will provide adequate parking, <br />loading access and will provide for improvement of on -site and off -site public facilities without <br />increasing the burden on the exiting public facilities or infrastructure. The development will <br />enhance the image and definition of the City by upgrading the appearance and quality of Lewelling <br />Boulevard near the Interstate 880 Freeway and the 238 Flyover. The new development will <br />enhance the aesthetic qualities of this site. Unattractive features of the immediate area such as <br />overhead utility wiring, deteriorated or obsolete structures, weedy, littered and unsightly lot, will be <br />removed in connection with the new development. In addition, the impacts related to traffic, noise, <br />visual impacts and lighting will be adequately mitigated within the Conditions of Approval. <br />CONCLUSION <br />The Planning Commission and staff recommend that the City Council take the following actions: <br />A. Adopt by motion the attached Mitigated Negative Declaration that provides mitigation <br />measures required for the project to avoid significant effects on the environment; <br />B. Approve the rezoning of the property from CC Community Commercial District to <br />CC(PD) Community Commercial, Planned Development Overlay District by adopting the <br />attached Ordinance; and <br />C. Approve by motion the redevelopment of the property with a (Planned Development) for <br />the construction of a new hotel and self -storage facility subject to recommended Findings <br />and Conditions of Approval. <br />1 r, 1 <br />
