Finch, Advance America (applicant), A. <br />Youngman (property owner); CC(PD) Commercial Community (Planned <br />Development) District. <br />SUMMARY AND RECOMMENDATION <br />The proposal is to operate a payroll advance business in the Fairmont Square Shopping Center <br />located at 1346 Fairmont Drive. The proposed business would occupy an area of approximately <br />1,200 square feet. This business focuses on providing payroll advances to customers who need <br />cash in between pay periods. This business is located within 250 feet of an existing full service <br />check cashing business. The Board of Zoning Adjustments deadlocked 3:3 on the application and, <br />understanding that this vote did not constitute approval of the application, decided to allow the <br />applicant to appeal the item onto the City Council. Findings for both approval and denial are <br />included in this report. <br />BACKGROUND <br />The subject property is zoned CC (PD) Commercial Community District with a Planned <br />Development overlay and is developed with the Fairmont Square Shopping Center. Tenants <br />include Lucky's market, fast food restaurants, various retail sales and retail service businesses and <br />another check cashing business. <br />Advance America is basically a fmancial service use that specializes in issuing small cash loans. <br />This business allows an individual needing immediate cash to obtain a cash advance (short-term <br />loan) ranging from $50 to $255. This business is essentially a paycheck advance service geared <br />to persons who are paid on a bi-monthly or monthly basis and need a short-term loan in between <br />k v v 3 <br />
