Boersma (property owner). <br />SUMMARY AND RECOMMENDATION <br />This is the City Council report for the matter referenced above. Attached for your review are copies <br />of the May 13, June 10, and June 24, 1999 Planning Commission Staff Reports and Minutes of the <br />Planning Commission public hearings of those meetings. <br />The Planning Commission at its June 24, 1999 meeting voted to recommend to the City Council <br />to approve A-99-2 (MSC Reed/Ravenstad, 6 ayes; 1 absent, Vice -Chair Chin) and to approve <br />PD-99-2 with conditions, amendments and Negative Declaration (MSC Reed/Ravenstad, 6 <br />ayes; 1 absent, Vice -Chair Chin). <br />The Cubix Construction Company, the applicant, proposes to redevelop the property on the south <br />side of Lewelling Boulevard and Embers Way with a new 120-room, four-story Hawthorne <br />Suites hotel and Allsafe Self Storage facility. <br />This proposal is an opportunity to redevelop an underutilized property which has high visibility <br />from Interstate 880. Furthermore, the development and uses will meet the objectives of the <br />Alameda County -City of San Leandro Joint Redevelopment Project Plan to improve the economic <br />health of the area. <br />The Planning Commission and staff recommend that the City Council take the following actions: <br />A. Adopt by motion the attached Mitigated Negative Declaration that provides mitigation <br />measures required for the project to avoid significant effects on the environment; <br />
