West San Leandro Advisory Committee
Report and Recommendations
MISSION
To provide community input for a strategic plan for west San
Leandro that covers critical neighborhood issues such as traffic,
noise, and future development, and prioritizes City initiatives for
the west San Leandro area.
INTRODUCTION
Diverse Challenges and Building Consensus
West San Leandro is an amalgam of land uses including single-family residential neighborhoods,
multi -family apartments, neighborhood shopping centers and major job generating industrial
uses. This diversity of land use and housing type presents unique challenges to maintain and
enhance the quality of life for this area of San Leandro.
In September 1997, Council Member Joanne Lothrop sponsored a tour of west San Leandro.
The purpose of the tour was to generate a community dialogue regarding the assets of this unique
area and the many challenges resulting from its diversity. Inspired by these discussions, the City
Council acted to appoint the West San Leandro Advisory Committee. Committee members
represent the diverse interests of west San Leandro including: residents, youth, commercial and
industrial business representatives, City Commission and Board Members.
The mission of the Advisory Committee was to provide community input for a strategic plan for
west San Leandro that identifies critical issues and prioritizes City initiatives for the District. To
this end, the Committee identified five key areas for their focus: (1) Conflicts between Industrial
and Residential Uses; (2) Youth Programs and Facilities; (3) Noise; (4) Traffic and Trucks; and
(5) Revitalization of the Industrial and Business Areas.
During months of discussion and debate, the Advisory Committee successfully framed the
challenges impacting the quality of life in west San Leandro and developed a list of
recommendations to direct future City initiatives in the area.
