Challenges Facing the West San Leandro Area <br />1. Residential and Industrial Conflicts <br />West San Leandro includes several residential neighborhoods. The Mulford Gardens <br />neighborhood was originally developed as '/4 acre ranches in the 1940's. Annexed into the City <br />in the 1950's, Mulford Gardens was a thriving community full of nature loving individualists <br />with a regionally recognized Volunteer Fire Department. Mulford Gardens, like other west San <br />Leandro neighborhoods, maintains much of its unique character and individualism today. <br />The Davis West and Davis East neighborhoods were built during, and soon after, World War II <br />to meet the booming housing demand in the Bay Area. The Little Alaska and Marina Faire <br />neighborhoods came later in the early 1950's and 1960's. When these homes were built, west <br />San Leandro had a great deal of open space that was zoned for industry. As west San Leandro <br />neighborhoods matured, industry developed around them. In the 1950's and 1960's San Leandro <br />developed a strong industrial base which provided jobs and economic stability for the growing <br />community. <br />Today, established west San Leandro residential neighborhoods are surrounded by active <br />commercial and industrial districts. Unfortunately, the close proximity of residential and <br />industrial uses naturally leads to conflict. Balancing the residential and business perspectives, <br />the Advisory Committee identified a number of conflicts that present significant challenges for <br />the area: <br />Challenges <br />• Noise generated by industrial activity and associated traffic <br />• Lack of buffers such as soundwalls, landscaping and transition zoning <br />between residential and industrial areas <br />• Impact of truck traffic on major streets and in residential areas <br />• The appearance of older industrial areas <br />• Environmental and hazardous materials concerns <br />Z. Youth Programs and Facilities <br />West San Leandro is fortunate to be the home of some of the City's finest recreational facilities <br />including the Marina Park, Oyster Bay Shoreline Regional Park and the Tony Lema Golf Course. <br />The area also includes three neighborhood parks including Warden Avenue, Grover Cleveland <br />and Mulford Parks. <br />Warden Park is a small park that backs up to Interstate 880 and provides recreation facilities to <br />the Davis West neighborhood. Although Warden Park is currently undergoing improvements to <br />the play equipment, the park has a large expanse of asphalt and lacks green space. Grover <br />Cleveland Park, recently underwent a face-lift. This park also backs up to Interstate 880. Both <br />parks are significantly impacted by freeway noise. Mulford Park serves the Mulford Gardens <br />neighborhood. The Parks Assessment Report, completed in 1998, indicates that the park is <br />2 <br />
