underutilized and underdeveloped. The parking area is unpaved. The ground surface is bare dirt. <br />Mulford Park is owned by the Mulford Gardens Homeowner's Association. The other <br />neighborhoods in west San Leandro do not have neighborhood parks. <br />Youth programs in the west San Leandro area include the Kids Club, which provides a before <br />and after school program for elementary and junior high age students at Garfield, Wilson and <br />John Muir Schools. The area is also served by the Mulford Marina Branch Library. The number <br />of youth activities in the west San Leandro area is limited. The Community Services Department <br />has proposed several new programs for the area including the expansion of the Chabot summer <br />Camp to Marina Park, and creation of a summer sports camp at Marina Park. These programs <br />are only in the proposal stage at this time. <br />Through a discussion with a panel of youth from the west San Leandro area, the Advisory <br />Committee identified several key issues relating youth programs and facilities: <br />Challenges <br />• Lack of communication and outreach to youth in the west San <br />Leandro area <br />• Lack of activities and facilities available to youth in the west <br />San Leandro area <br />• Library services in the area require enhancement <br />• Park facilities require enhancement <br />3. Noise <br />The west San Leandro area is significantly impacted by noise. Interstate 880 abuts the Davis <br />West, Davis East and Timothy Drive residential neighborhoods. The west side of the district, <br />including Davis West, Mulford Gardens and Marina Faire residential neighborhoods, is directly <br />impacted by airplane noise from the Oakland International Airport. Train tracks bisect the <br />district and abut several residential neighborhoods. Manufacturing processes and truck traffic <br />are also contributing sources of noise. <br />The Advisory Committee acknowledged that some sources of noise can be controlled, other <br />sources cannot, and worked diligently to develop strategies to deal with the following sources of <br />noise: <br />Challenges <br />• Interstate 880 traffic noise <br />• Airplane noise from the Oakland Airport <br />• Trains and train whistles <br />• Industrial sources, including manufacturing processes and traffic <br />generation <br />• Truck activity and traffic <br />3 <br />5" <br />
