Boersma (property owner). <br />SUMMARY AND RECOMMENDATION <br />At the request of the applicant, this matter was continued from the July 19, 1999, City Council <br />meeting to the Council meeting of September 7, 1999. The applicant requested the extension so <br />that a meeting(s) could occur with Alameda County Board of Supervisor Gail Steele and County <br />staff to discuss the concerns of San Lorenzo residents regarding the proposed project. <br />Attached for your review is a copy of the July 19 City Council Staff Report which includes copies <br />of the May 13, June 10, and June 24, 1999 Planning Commission Staff Reports and Minutes of the <br />Planning Commission meetings on this project. <br />The Planning Commission held three public hearings on the proposed project. During this <br />process, the project plans and conditions of approval were revised to respond to the comments of <br />Commissioners and adjacent residents. At its June 24, 1999 meeting, the Commission voted to <br />recommend to the City Council to adopt the Negative Declaration and approve A-99-2 (MSC <br />Reed/Ravenstad, 6 ayes; 1 absent, Vice -Chair Chin) and to approve PD-99-2 with the <br />recommended Findings and Conditions of Approval, as amended by the Commission (MSC <br />Reed/Ravenstad, 6 ayes; 1 absent, Vice -Chair Chin). <br />Specifically, the Planning Commission and staff recommend that the City Council take the <br />following actions: <br />A. Adopt by motion the attached Mitigated Negative Declaration that provides mitigation <br />measures required for the project to avoid significant effects on the environment; <br />
