Approve the rezoning of the property from CC Community Commercial District to <br />CC(PD) Community Commercial, Planned Development Overlay District by adopting the <br />attached Ordinance; and <br />C. Approve by motion the redevelopment of the property with a Planned Development for <br />the construction of a new hotel and self -storage facility subject to recommended Findings <br />and amended Conditions of Approval, including the recommended amendments <br />contained in this staff report. <br />This proposal would consist of redeveloping an underutilized property for a business -oriented <br />hotel and a self -storage facility. The design of the hotel (four stories facing Embers Way) will <br />include meeting rooms with capacity for up to 75 persons; 120 rooms; no eating facilities. The <br />proposed development and land uses will meet the objectives of the Alameda County -City of San <br />Leandro Joint Redevelopment Project Plan to improve the economic health of the area. <br />DISCUSSION <br />In addition to the attached July 12, 1999, City Council Staff Report, the following is <br />supplemental information on the matter that has been gathered during the continuance. <br />Meeting with Board of Supervisor Gail Steele <br />On July 26, the applicant met with Supervisor Steele, Alameda County staff and City staff. The <br />applicant described the current proposal and the measures that will be incorporated to reduce the <br />potential effects of the project on San Lorenzo residents located to the south across the flood <br />control channel. The discussion centered on the visual impact of the proposed 4-story hotel and <br />the effects on the privacy of adjacent residents. The County requested that the applicant further <br />consider the feasibility of several site plan concepts to lessen the impact of the hotel on San <br />Lorenzo residents. The concepts discussed included the following, which were also evaluated <br />during the Planning Commission's review of the project: <br />1. Rotate the hotel 90 degrees so the narrow end of the hotel would face the residents in San <br />Lorenzo instead of the broadside of the hotel; <br />2. Situate the hotel parallel to Embers Way, thus, pivoting the hotel approximately 30 <br />degrees to increase the distance between the hotel and the residents to the south; and <br />3. Redesign the hotel as a three-story structure or reduce the number of rooms. <br />The applicant also offered to work with the County to landscape the south side of the flood <br />control channel adjacent to the residents to provide additionally screening. (This landscaping <br />would be in addition to the tree buffer that will be provided along the southern edge of the hotel <br />parcel and the applicant's offer to plant trees and install new fencing in the backyards of <br />residents that will have a direct view of the hotel.) The possibility of the County abandoning this <br />portion of the flood control easement to adjacent property owners was also discussed. <br />M 2 <br />
