CITY OF SAN LEANDRO <br />STAFF REPORT <br />Date: September 15, 1999 <br />To: John Jermanis, City Manager <br />From: Tim Hansen, Finance Director I <br />Marc DeCoulode, Police Lieutenant N` <br />APPROVED AND <br />FORWARDED <br />TO CITY COUNCIL <br />Ca <br />Jo;A. <br />Jermanis <br />Canager <br />Subject: Resolution Approving a Contract for the Processing and Collection of Parking <br />Citations Through Enforcement Technology Inc., and a Motion to Increase <br />Parking Citation Fees (See Exhibit A), and a Resolution Increasing the General <br />Fund Budget. <br />SUMMARY AND RECOMMENDATION <br />Staff recommends the approval of a contract with Enforcement Technology (ET) for the <br />processing and collection of parking citations ($12,000). <br />Staff also recommends that Council approve by motion a recommendation to the Alameda <br />County Municipal Court to increase San Leandro parking citation fines as recommended in the <br />attached Parking Citation Fee Schedule. (Exhibit A) <br />Staff further recommends that Council approve a Budget Amendment to increase the General <br />Fund Appropriation by $29,000, which will pay for the contract with ET for processing and <br />collection for $12,000 and the purchase of three handheld computers (Autocite System) for <br />$16,514. This appropriation increase is offset by new revenues in the General Fund of $57,000 <br />from this program. <br />BACKGROUND <br />The City currently issues an average of 800 parking citations a month. All citations are <br />handwritten. Four part time Parking Aides (PA) and the Abandoned Vehicle Abatement officer <br />(AVA) issued 70% of all parking citations in fiscal year 1999. Officers on patrol issued the <br />remaining 30% of parking citations. <br />The City currently processes and collects its own parking citations. Four Departments (Police, <br />Finance, Information Services and Central Services), using 21.5 hours of staff time per week, are <br />involved in processing and collecting parking citations. <br />.
