Enforcement Technology - 2 - September 29, 1999 <br />As a result of illegible handwriting, data entry errors, citations issued as the result of broken <br />meters, etc. 28% of citations are voided. (City 8%-broken meters, presentation of Handicap <br />Placard, etc.; DMV 8%-vehicle ownership change, vehicle destroyed, etc.; returned by DMV as <br />`No match found' 12%-license, vin number or owner information does not match DMV records). <br />Citations that are designated `No match found' are not pursued by the City. Citations issued to <br />rented or leased vehicles, or a vehicle that has had a change of ownership, are sent one reminder <br />letter. Due to the staff time that would be required for collection there is no follow-up after the <br />reminder letter is sent. <br />The City pays $5 per citation to the County for their Temporary Building Fund. In fiscal year <br />1998-1999 the City paid $26,160 to the County for 5,232 paid citations. <br />Parking citation fines have not been adjusted since November 1991. (Minute Order No. 91-91) <br />DISCUSSION <br />The four Parking Aides (PA) and the Abandoned Vehicle Abatement officer (AVA) will use the <br />Autocite to write and print parking citations. The Autocite is menu driven allowing for data in <br />most fields to be chosen from the available options. Information on a citation can be reviewed <br />before printing. Data from the Autocites is uploaded at the end of the day into the main database <br />maintained by ET. Use of the Autocites will reduce errors due to illegible writing and data entry <br />that is currently performed by Police staff. Based on the experience of other cities using the <br />Autocite, it is anticipated that data entry error rates will be reduced 50-65% resulting in fewer <br />voided citations and `no match found' results from DMV. <br />The Autocite also contains one or more regularly updated lists of vehicles against which every <br />citation is automatically checked. The Autocite can identify vehicles with five or more <br />outstanding citations and are thus subject to towing (scoff laws), as well as stolen vehicles (hot <br />sheet), capabilities to which we currently have no access. <br />Designated Police staff would have inquiry access to the citation database maintained by ET. <br />This allows the Police Department to address inquiries by residents concerning their citations <br />and to edit or void a citation by notifying ET. <br />Appeals and hearings of citations will continue to be held in San Leandro. ET will perform the <br />scheduling of appeals and hearings, as well as all record keeping and correspondence relating to <br />this matter. <br />Four City departments currently share responsibility for the processing and collection of parking <br />citations. <br />Police staff works six hours per week performing data entry. Some computer work will <br />remain as police staff download and upload data between the Autocites and the ET <br />database. <br />. V176 <br />
