Enforcement Technology - 4 - September 29, 1999 <br />Fiscal Impact <br />The one time start up cost for the purchase of three Autocites with support equipment, <br />software, tickets, envelopes and training will be $16,514. It is anticipated that this cost <br />will be paid back within the first year of the contract, due to the anticipated increased <br />efficiency in collections of $21,000. <br />Subsequent yearly costs for the Autocite system will be $1,475 per year for warranty <br />coverage and $1,400 for citations, envelopes and printer ribbons for a total of $2,875 per <br />year. <br />ET's fee for processing and collecting citations will vary depending on the number of <br />citations written. Based on the current 9,000 citations per year, processing and collection <br />costs will average $12,000 per year. <br />Departments will redirect staff time to other functions that will benefit from additional <br />attention and in some cases reduce departmental overtime. <br />Revenue from the collection of parking citation fines should increase by an additional <br />$36,000 due to the $5 fee increase. <br />A total of $57,000 ($21,000 from the increased efficiency of collections and $36,000 <br />from an increase in parking citation fines) in increased revenues are anticipated. <br />This new program requires a Budget Adjustment to pay for the cost of starting the <br />program. Increased revenue from this new program will offset the cost of the program. <br />The Finance Committee has reviewed this proposal and recommends contracting with ET for the <br />purchase of three handheld computers and the processing and collection of parking citations. <br />CONCLUSION <br />Staff recommends the approval of a contract with Enforcement Technology (ET) for the <br />processing and collection of parking citations ($12,000). <br />Staff also recommends that Council approve by motion a recommendation to the Alameda <br />County Municipal Court to increase San Leandro parking citation fines as recommended in the <br />attached Parking Citation Fine Schedule. (Exhibit A) <br />Staff further recommends that Council approve a Budget Amendment to increase the General <br />Fund Appropriation by $29,000, which will pay for the contract with ET for processing and <br />collection for $12,000 and the purchase of three handheld computers (Autocite System) for <br />$16,514. This appropriation increase is offset by new revenues in the General Fund of $57,000 <br />from this program. <br />"V17 8 <br />
