City Council Staff Report <br />A-99-2 & PD-99-2 <br />September 14,1999 <br />Page 2 of 3 <br />DISCUSSION <br />The applicant has provided a revised site plan for the City Council to consider. The revised plan <br />takes into account the San Lorenzo residents' concerns and recommendation to reduce the visual <br />impact of the proposed four-story hotel and its effects on the privacy of their properties. <br />The new plan will shift the hotel site in a northerly direction, away from the residences. The area <br />between the hotel and the San Lorenzo Creek will become a portion of the self -storage facility. <br />The hotel will remain four stories, containing 120 rooms. The triangular shape of the parcel will <br />be approximately the same size as originally proposed. The self -storage facility will be an "L- <br />shaped" parcel wrapping around the interior property lines of the hotel site. The plan will retain <br />the historic Captain Roberts home and access driveways as originally proposed (see attached <br />exhibits). <br />The new plan will provide a significantly larger separation between the San Lorenzo residents <br />and the hotel. The new separation between the homes and the hotel will be an average of 350 <br />feet versus a range of 180— to 230-feet on the original plan. In addition to the greater separation, <br />the self -storage will create a physical screen and buffer between the homes and the hotel. It <br />would be unlikely that activity in the hotel parking lot (i.e., lights and noise) would have any <br />impact on the residents. <br />In addition to lessening the impact of the hotel on San Lorenzo residents, the revised site plan <br />benefits the project by enhancing the visual presence of the hotel by shifting it closer to <br />Lewelling Boulevard and the freeway system. The City Council at its public hearing did <br />recommend to the applicant the possibility of moving the hotel closer to Lewelling and the <br />freeway to improve the visibility of the hotel and lessen the prominence of the self -storage <br />facility. <br />If the City Council finds the revised site plan to be an acceptable solution for mitigating the <br />impacts that the original plan had on the residents to the south and their properties, staff <br />recommends that the proposal be referred back to the Planning Commission for its review and <br />recommendation. During that time the recommended conditions of approval will be reassessed <br />and a new version prepared for the Commission and Council's consideration. <br />The applicant has arranged to meet with the Paseo Del Rio residents and the San Lorenzo Village <br />Homeowners Association on Thursday, September 16, 1999 and discuss the revised site plan. If <br />the revised plan is favorably received by the residents, the Association and the City Council, the <br />applicant would like to re -submit fully revised plans to meet the deadline for the October 14'' <br />Planning Commission meeting. Subsequently, the project could be scheduled for a City Council <br />hearing and action in November. <br />
