l <br />CITY OF SAN LEANDRO <br />STAFF REPORT <br />Date: November 15, 1999 <br />To: City Council <br />From: Don Fleming, Interim Development Services <br />By: Hanson Hom, Planning Managu#--- <br />LL) <br />Subject: A-99-2 & PD-99-2, Hawthorne Suites Hotel and Allsafe Self -Storage <br />Requested Amendments to Conditions of Approval <br />Cubix Construction Company has submitted two letters dated November 15, 1999, requesting <br />amendments to the conditions of approval for the Planned Development. Staff is supportive of <br />several of the suggested amendments pertaining to the Captain Robert's house, which has been <br />reviewed by the Library -Historical Commission. For the other conditions, staff is generally <br />recommending that these conditions remain unchanged as recommended by the Planning <br />Commission. Following is a brief response to each suggested amendment: <br />III.A Because the CC zoning district does not allow residential uses, staff recommends only <br />allowing a residential use as accessory to a primary commercial use. The Planning <br />Commission also reviewed this issue and agreed that a residential unit(s) should only <br />be for the manager(s) of the self -storage facility. <br />IV.A.4 This condition can be deleted. The Library -Historical Commission determined that a <br />front yard fence was not necessary for the Captain Robert's house. <br />IV.B.1 The Planning Commission recommended retaining that the condition to offer fencing <br />and/or landscaping for San Lorenzo residents after receiving testimony from residents <br />across the flood control channel that this condition should be retained to mitigate the <br />view of the self -storage buildings. <br />V.A.2.b Staff agrees with revising this condition as suggested by the applicant since a new <br />Exhibit O has resolved the issued per Planning Commission recommendation. <br />V.0 This condition can be deleted. The Library -Historical Commission has approved the <br />color scheme for the Captain Robert's house. <br />VI.B.1.b The subject condition pertains to the possibility of the City allowing left -turn outs for <br />the driveway on Lewelling Boulevard to serve the self -storage facility. After <br />conferring with the Transportation Administrator, staff does not recommend revising <br />this condition. As currently written, the condition continues to allow consideration of <br />
