A-99-3/PD-99-3 - 4 - November 9, 1999 <br />ENVIRONMENTAL REVIEW <br />This project has been reviewed pursuant to the California Environmental Quality Act (CEQA). <br />The Initial Study concluded that the Planned Development and Vesting Tentative Maps would <br />not have a significant impact on the environment. A Negative Declaration has been prepared <br />(see attached) and was circulated for the 20-day review period that ended on October 13, 1999. <br />No comments were received. The Planning Commission and Staff recommend the City Council <br />adopt the Negative Declaration. <br />FISCAL IMPACT <br />This proposal will have no negative fiscal impact on the City. <br />CONCLUSION <br />The Planning Commission and staff recommend that the City Council take the following actions: <br />■ Adopt by motion the attached Negative Declaration. <br />■ Adopt the ordinance for rezoning of the property (A-99-3) from P Professional district to <br />RM-2500 (PD) Residential Muti-Family Planned Development Overlay District. <br />■ By motion, approve by motion Planned Development (PD-99-3) for development of the <br />property with a new residential development, subject to the recommended Findings and <br />Conditions of Approval. <br />■ By resolution, approve the Vesting Tentative Map Tract 7133 to create 11 single-family lots <br />subject to the recommended findings and Conditions of Approval by adopting the attached <br />resolution. <br />ATTACHMENTS <br />Findings for A-99-3 and PD-99-3 <br />Recommended Conditions of Approval <br />Excerpt of the Planning Commission Minutes for the meeting of October 14, 1999 <br />Staff Report Dated October 7, 1999 <br />Negative Declaration <br />Letter from Westco Community Builders to San Leandro Unified School District re: school fee <br />Exhibit A — Site Plan <br />Exhibit B — Floor Plan <br />Exhibit C — Architectural Details <br />Exhibit D — Architectural Enhancements <br />Exhibit E — Preliminary Landscape Plan <br />
