A-99-3/PD-99-3 - 3 - November 9, 1999 <br />Landscaping will consist of 24-inch box trees, 15-gallon shrubs and a variety of groundcovers. <br />Vines will be planted along the masonry wall to make lit less attractive for graffiti. <br />A-99-3 Rezoning <br />This property is presently zoned P Professional and residential development is not a permitted <br />use. The property must be placed in a residential district that approximates the density of the <br />development. The surrounding residential property is zoned RM-1800, RM-2000 and RM-3000 <br />Multi -Residential. There is apartment and condominium development that is consistent with that <br />zoning classification. Rezoning this site to a multi -family residential district that approximates <br />the density of the project will be consistent with the existing residential zoning in the <br />surrounding area. At a density of 1 unit per 2157 square feet of land area (20 units per acre), the <br />proper zoning classification would be RM-2500 (PD) Residential Multi -Family Planned <br />Development Overlay District. <br />Vesting Tentative Map Tract 7133 <br />This project will consist of 11 individual parcels each with a single townhouse unit. The size of <br />the parcels will range from 1640 square feet to 25oo square feet. There will be no common area <br />in the project. Since there is no common area, there will be no homeowners association. Each <br />homeowner will be responsible for the maintenance of their property. The City Engineer's <br />Report and recommended conditions of approval are attached to this report. <br />School Impact <br />The applicant has met with Robert Nehls, Jr., Deputy Superintendent of Schools. The addition of <br />11 units will have little or no impact on local schools. The developer has agreed to pay the <br />maximum statutory fee of $1.93 per square foot plus statutorily permissible escalations. After <br />the district's adoption of a new developer school fee in January of 2000, the developer will pay <br />the school fee that is statutorily required. A letter regarding the school impact fee is attached. <br />STAFF ANALYSIS <br />The Planning Commission carefully reviewed and discussed the proposed development. The <br />Commission felt the developer had created a product that was highly appropriate for the <br />downtown and BART areas of San Leandro. The project will be compatible with existing <br />housing and professional office development in the area. The project will provide new <br />ownership housing in an older area that has not had any new housing for many years. The <br />Planning Commission had the following comments and recommended revision to the Conditions <br />of Approval after discussing the Plans: <br />■ The Commission suggested that the garages be equipped with electric garage openers in <br />order to make garage entry safer and to avoid street congestion. <br />■ The Commission suggested stronger color distinctions, suggesting reds, browns and yellows <br />as opposed to whites, beige and tans. <br />97 <br />
