A row of closely spaced columnar trees <br />shall be planted along the westerly property line abutting the home to create a solid landscape <br />screen. <br />Building D, the single story storage building along the southerly edge of the site will be setback <br />five -feet to provide landscaping as a deterrent to graffiti on the back of the building facing the San <br />Lorenzo residents. <br />The revised plan includes a new monument sign in front of Building E, fronting Embers Way. <br />Staff does not see any purpose for this sign. It may cause confusion in leading persons to thinking <br />that there is an entrance to the self -storage at this southerly end. Staff is recommending a condition <br />of approval that this sign be deleted. <br />San Lorenzo Residents' Comments <br />The San Lorenzo residents requested that the applicant still be required to either construct a fence or <br />install a tree for visual screening of the development. They asked the exterior lighting of the self - <br />storage facility be carefully planned and tested so as not to shine or glare onto their properties. It <br />was also requested that some landscape treatment (i.e., clinging vines) be included in the <br />landscaping at the rear of the storage buildings facing the creek as an added measure in preventing <br />graffiti. A neighbor pointed out that there is still a line of sight from the rear upper floors of the <br />hotel and therefore, requested that the upper floors on the south side of the hotel include drapes and <br />view -screens to maintain the privacy at the rear of the residences. <br />Planning Commission Amendments to the Recommended Conditions of Approval <br />In recommending approval of the project, the Commission revised the recommended conditions <br />of approval as follows: <br />• No architectural changes shall be made to the Captain Robert's House with exception of a <br />proposed door. <br />• No franchise colors shall be used for the Captain Robert's House that are being used for the <br />self -storage or the hotel components of the project. <br />• Clinging vines shall be added along the back of Building D. <br />• Between Buildings D and A, a ten -foot concrete wall shall be added matching Building D in <br />height and architectural style. <br />• The Historical Library Commission shall be allowed to make decisions with reference to <br />Condition IV. A., pertaining to the fence and front yard of the Captain Robert's House. <br />• Five trees shall be added along the two rear planter areas behind Captain Robert's House. <br />• Testing of lighting shall be amended to pertain to the area between Buildings A and D only. <br />• Delete Condition IV. B. 2., but retain and amend Condition IV. B. 1., to require the applicant <br />to offer by certified mail to each of the 13 residences abutting the self -storage facility either a <br />fence or a tree for visual screening; trees shall be donated and/or planted and fencing shall be <br />installed prior to approval of occupancy of the hotel or self -storage facility. <br />• Restore Condition IV.I.E., pertaining to a requirement to screen windows but only to fourth <br />floor windows facing the San Lorenzo residences. <br />5 <br />
